ABOUT DR. MILTON A. WALTERS

Dr. Milton A. Walters is an internationally recognised higher education leader, academic strategist, and institutional transformation expert with more than three decades of experience in global education leadership, policy development, and university system building. Since 1993, he has served as a visionary first-generation higher education servant leader, committed to expanding access, equity, and excellence in education across Africa, the Caribbean, Europe, the United Kingdom, and the Americas.

He currently holds multiple senior leadership positions, including Chancellor of GAIA Business School, Minister of Education for the State of the African Diaspora (SOAD), and President of the University of the State of the African Diaspora (USOAD). Through these roles, he provides strategic leadership in academic governance, transnational education policy, and institutional development, with a strong focus on creating scalable and inclusive educational ecosystems.

As Chancellor of GAIA Business School, accredited by the International Accreditation Council for Business Education (IACBE), Dr. Walters oversees a global academic network comprising nine international campuses, a robust online learning platform, and fourteen international academic partnerships. The institution offers undergraduate, graduate, doctoral, and micro-credential programmes in business and management. Under his leadership, GAIA Business School has been consistently ranked No. 1 in Guatemala and No. 7 in Latin America for five consecutive years by Forbes Magazine, reflecting sustained excellence in academic quality and institutional performance.

Dr. Walters is widely recognised for designing and implementing scalable, data-driven, and inclusive academic systems that prioritise student-centred learning and institutional efficiency. His leadership philosophy integrates lean management principles, academic freedom, shared governance, and fiscal discipline, ensuring long-term sustainability and global competitiveness in higher education.

A key element of his intellectual contribution is the concept of New Knowledge Ownership (NKO), which promotes equitable access to knowledge creation, dissemination, and ownership. This framework advances lifelong learning and intellectual empowerment for individuals regardless of background, identity, or geographic location.

In his role within SOAD and USOAD, Dr. Walters actively collaborates with governments, academic institutions, private sector organisations, and civil society stakeholders to expand access to quality education for historically underserved populations. His work strengthens Pan-African educational development and fosters global academic collaboration across diaspora communities.

Since 2005, he has also served as a senior scholar-practitioner and global education consultant, advising institutions ranging from emerging universities to multi-billion-dollar organisations. His expertise includes accreditation and institutional transformation processes with bodies such as the Higher Learning Commission (HLC) and the Accreditation Council for Business Schools and Programs (ACBSP).

His leadership approach is grounded in servant leadership theory and Freeman’s stakeholder theory, emphasising ethical governance, community-centred excellence, and sustainable institutional transformation.

Across his career, Dr. Walters has built a global reputation as a transformative academic leader dedicated to shaping inclusive, innovative, and socially responsible education systems that prepare institutions for the future of the global knowledge economy.
