Keynote Address at the Global Tourism & International Film Celebration

In addition to receiving this prestigious honour, Mr. Zwelidumile Freeman Baleni will deliver a keynote address on Day Three – Saturday, 29 August 2026, during the Global Tourism & International Film Celebration, one of the flagship forums of the Clevenard Open Project.

Widely known as Mr. Z.F. Baleni, Mr. Baleni serves as the Board Chairperson of the Harry Gwala Development Agency (HGDA), the official economic development agency of the Harry Gwala District Municipality in KwaZulu-Natal, South Africa.

As Board Chairperson, he provides strategic leadership and governance oversight, helping to advance the Agency's mission of promoting sustainable economic growth, attracting investment, stimulating enterprise development, creating employment opportunities, and improving the socio-economic well-being of communities throughout the district.

Working alongside the Board of Directors and executive leadership, Mr. Baleni contributes to shaping the Agency's long-term strategic direction across critical development sectors, including:

During the 2024–2025 financial year, the Agency underwent an important governance transition following the dissolution of the previous Board by the Harry Gwala District Council.
