"By way of introduction, I am a chartered accountant and a public servant with forty years of experience in politics. My journey has taken me through multiple portfolios – from Finance and Tourism to Social Integration and Civil Aviation. In each role, my guiding principle has been to create conditions for economic prosperity, social inclusion, and good governance."

Mauritius: A Small Island, A Global Example

Hon. Duval painted a vivid picture of Mauritius, a small island nation in the Indian Ocean, east of Madagascar, with a population of 1.3 million, comparable to Mallorca, though approximately half its size. Despite its modest scale, Mauritius has built a highly diversified economy, thriving on tourism, financial services, manufacturing, and agriculture, particularly sugarcane production.

"The prosperity you see in Mauritius today is no accident," he said. "It reflects decades of deliberate policy decisions rooted in education, the rule of law, social cohesion, and economic openness. Free education from primary to university has empowered our citizens. The judiciary’s adherence to the law, supported by the Privy Council of the United Kingdom as our final appellate court, ensures stability and fairness. We have no standing army, a low crime rate, bilingualism in English and French, and an open economy that encourages foreign investment."

He elaborated on the country’s economic evolution: "At independence, Mauritius relied heavily on agriculture. Over time, we diversified into manufacturing, particularly textiles, followed by a growing tourism sector. Today, financial services and real estate have emerged as major components of our economy, creating new opportunities for international investors while reinforcing our domestic growth."

Tourism, Investment, and Regional Engagement

"Tourism in Mauritius is high-quality and year-round, similar to Mallorca. Our real estate sector welcomes global investors, offering 10-year permanent residence permits, and our financial services act as a gateway for investment into Africa and India," Hon. Duval noted.

He emphasized the strategic role of Mauritius as a hub for regional economic collaboration: "Mauritian companies are increasingly active across Africa, from sugarcane to finance, energy, and infrastructure. These investments create mutually beneficial opportunities and strengthen ties between Mauritius and the African continent. We welcome investors from around the world to explore Mauritius, enjoy our stability, and participate in our growing economy."
