Palma de Mallorca, Spain — For the first time, the vibrant Mediterranean city of Palma de Mallorca will host the Clevenard Media Award 2025, a global event recognizing excellence in leadership, entrepreneurship, innovation, governance, and community empowerment.
The ceremony, taking place on Friday, November 21, 2025, will bring together influential entrepreneurs, government officials, creatives, and social leaders from across Africa, Europe, and beyond. Among this year’s distinguished nominees is Hon. Mahmoud Mohamed Mussa, the Lord Mayor of Zanzibar City Council, Tanzania — a leader whose vision, innovation, and integrity have transformed Zanzibar’s urban and social development landscape.
A Leader of Vision and Service
Hon. Mahmoud Mohamed Mussa was born on June 27, 1969, in Zanzibar, Tanzania. From humble beginnings in a devout Muslim family, he developed a strong foundation of discipline, service, and compassion — values that have guided his lifelong journey in public service. Married and a proud father, Hon. Mussa continues to balance family life with his tireless dedication to improving the lives of his people.
Education and Professional Formation
Hon. Mussa’s educational journey reflects his deep commitment to lifelong learning and professional excellence.
He began his studies at Forodhani and Hamamni Secondary Schools, continued at Utaani and Haile Selassie, and later attended Lumumba Secondary School (1985–1986).
In 2006, he earned a Diploma in Clearing and Forwarding from the Institute of Modern Commercial Studies (CF) — equipping him with strong managerial and logistical expertise.
He later pursued advanced training in Corporate Governance, Budgeting and Accountability, Democracy and Electoral Law, and Consumer Rights & Protection at prestigious regional institutions, including ESAMI Arusha College, TCDC Arusha, and the Dar es Salaam School of Law.
This combination of education and hands-on experience has shaped him into one of Zanzibar’s most respected and results-driven leaders.
Professional and Political Journey
Before entering politics, Hon. Mussa built a successful career in the private sector.
He served as Operations Manager (1992–2000) and later as Managing Director (2000–2010) of Wings & Wheels Clearing and Forwarding Company, operating between Dar es Salaam and Zanzibar.
During this period, he also served as General Secretary of the Freight Forwarders Zanzibar and as a member of the FEAFA Institution (2003–2010) — demonstrating his leadership and advocacy within the logistics and trade sectors.
In 2010, he made a historic transition to public service after being elected as Member of the Zanzibar House of Representatives for Kikwajuni (2010–2015).
Throughout his legislative career, he served in several committees, including:
- Chairperson of the Communication and Construction Committee
- Chairperson of the Service Users of Water, Energy, and Gas (ZURA CRC) Committee (2017–2020)
- Member of the Finance, Business, and Agriculture Committee
- Member of the Special Committee on Document Security
His dedication to reform, transparency, and development earned him the trust and respect of both colleagues and citizens.
Achievements as Lord Mayor of Zanzibar City
Since assuming office as Lord Mayor of Zanzibar City Council (2020–2025), Hon. Mahmoud Mussa has redefined municipal leadership through a people-centered and sustainable approach.

- Urban Cleanliness & Waste Management: Implementing effective city-wide waste collection and environmental management systems that improved sanitation and urban aesthetics.

- Leadership in Local Governance: Continuing as Chair of the Zanzibar Association of Local Government Authorities (ZALGA) (2023–2027), he advocates for improved governance and decentralization across Zanzibar’s municipalities.
