Born in Libode, Eastern Cape Province, in 1965, and raised in Gxulu Village, Dr. Xasa-Sibotoboto rose from modest beginnings to become one of the most respected women leaders in South Africa. A teacher by profession, she taught English, Biblical Studies, and Agricultural Science for eight years while actively engaging in the South African Democratic Teachers Union (SADTU).

Her dedication to social justice propelled her into politics, where she made history as the first female Mayor of the Kei District Council (1997–2000) during South Africa’s democratic transition. This groundbreaking achievement paved the way for a remarkable journey in governance and leadership.

Dr. Xasa-Sibotoboto served as a Member of Parliament for 19 consecutive years, representing her constituency with integrity, advocacy, and determination.

  • Minister of Tourism (2017–2018): Led initiatives to boost South Africa’s global tourism footprint, increasing GDP contribution and creating inclusive employment opportunities.
  • Minister of Sport and Recreation (2018–2019): Oversaw transformation in sports development, ensuring equitable access and leveraging sports as a tool for socio-economic growth.
  • Deputy Minister of Tourism (2009–2017): Played a key role in positioning South Africa as a world-class tourism destination.
  • MEC for Social Development (2005–2007): Advanced social policies that placed families and communities at the center of development.
  • MEC for Local Government and Traditional Affairs (2001–2005): Strengthened democratic governance and promoted sustainable community growth.

Her career is also deeply rooted in the African National Congress (ANC), where she rose through the ranks as a grassroots organizer, Regional Secretary, National Executive Committee Member of the ANC Women’s League, and National Spokesperson.
