For more than 40 years, Hon. Edmund Bartlett has been a central figure in Jamaica’s political and tourism landscape. His journey from the youngest elected Member of Parliament in 1980, to becoming one of the world’s most respected tourism ministers, speaks to his extraordinary dedication to public service, resilience, and innovation.
Throughout his political career, Mr. Bartlett has served in both the House of Representatives and the Senate, holding ministerial positions in Information, Broadcasting, Culture, Youth, and Community Development. But it was in tourism where his legacy truly took root, transforming Jamaica’s industry into a global model for sustainability, resilience, and inclusive growth.
Minister of Tourism – A Global Force
First appointed Minister of Tourism in 2007, Mr. Bartlett immediately set about reimagining the role of tourism in national development. His vision positioned tourism as not only a driver of economic growth but as a catalyst for community transformation, creating opportunities across agriculture, transportation, manufacturing, gastronomy, and the creative industries.
Under his leadership:
- Jamaica achieved record-breaking tourist arrivals and revenue.
- Five thematic Tourism Networks (Gastronomy, Health & Wellness, Shopping, Sports & Entertainment, and Knowledge) were created to foster cross-industry linkages.
- He spearheaded multi-destination tourism agreements with neighboring countries, positioning the Caribbean as a regional powerhouse for collaborative tourism.

- Chairman of the UNWTO Regional Commission for the Americas.
- Chairman of the UNWTO Affiliate Members Board.
- Vice Chairman of the UNWTO Executive Council.
- Vice Chairman of the Caribbean Tourism Organization (CTO).

The Global Tourism Resilience and Crisis Management Centre (GTRCMC)
In 2018, Minister Bartlett co-founded the GTRCMC at the University of the West Indies, Mona, in partnership with Dr. Taleb Rifai, former Secretary-General of the UNWTO.
The Centre was designed as the first global institution dedicated to tourism resilience, with a mission to assess, forecast, mitigate, and manage risks and disruptions — from natural disasters to pandemics and climate change.
Today, the GTRCMC has expanded to seven international satellite centres:
- Kenya (East Africa) – First global satellite, established in 2019.
- Canada (Toronto, George Brown College) – Research & climate action hub, 2023.
- Brazil (São Luís, University of San Luis) – South American resilience hub, 2024.
- Jordan (Middle East University, Amman) – The Taleb Rifai Centre, 2022.
- USA (George Washington University, Washington, D.C.) – Research and policy advocacy, 2023.
- Malta (Europe) – Hub for Mediterranean tourism resilience.
- Nepal (Asia) – Focused on resilience in Asia-Pacific tourism.
The Centre has become a global reference point for governments, international organizations, and private sector stakeholders seeking practical frameworks to strengthen tourism in the face of crises.

Born on December 3, 1950, in Westmoreland, Jamaica, Hon. Edmund Bartlett’s early years at St. Elizabeth Technical High School (where he served as Head Boy) laid the foundation for a career marked by leadership and excellence. He later pursued Sociology at the University of the West Indies, Mona, before entering politics in 1980.
He is married to Carmen Bartlett, and together they have two children. A man of faith, Mr. Bartlett is a proud member of the Seventh-day Adventist Church.
