Among this year’s most distinguished honorees is Honorable Charles Gaëtan Xavier-Luc Duval, GCSK, Leader of the Parti Mauricien Social Démocrate (PMSD) and a towering figure in Mauritian politics. He has been nominated in the category Lifetime Achievement in Public Service & Democratic Leadership, in recognition of his decades-long commitment to good governance, social inclusion, and economic reform in the Republic of Mauritius.

A Legacy Rooted in Vision and Service

Born in 1958 into a prominent political family, Xavier-Luc Duval is the son of the late Sir Gaëtan Duval, one of the Republic of Mauritius’s most respected statesmen and long-standing leader of the PMSD. Xavier-Luc Duval inherited not only his father’s legacy but also his unwavering belief in democracy, social equity, and national pride.

After completing his studies in the United Kingdom, he graduated with a Bachelor of Arts (Honours) in Economics from the University of Leeds. He later qualified as a Fellow of the Institute of Chartered Accountants in England and Wales (FCA)—a credential that shaped his analytical approach to economic development and governance.

Before transitioning fully into public service, Duval made a name for himself in the private sector by:

• Co-founding Coopers & Lybrand Mauritius, one of the first major accounting firms in the region.
• Establishing Nexia Baker & Arenson, part of the Nexia International network.
• Launching Halifax Management Ltd, a renowned global business management company.
• Through these ventures, he played a central role in helping Mauritius rise as a credible international financial services hub.

A Career of National Impact

Duval entered politics in 1987 and has since served in Parliament across several administrations. His ability to build consensus and provide pragmatic leadership led to appointments in numerous high-ranking positions in government:

• Minister of Tourism & External Communications (1995, 2005–2010)
• Minister of Industry, Commerce & Financial Services (1999–2000)
• Minister of Social Integration, Economic Empowerment & Welfare (2010–2011)
• Minister of Finance & Economic Development (2011–2014)
• Deputy Prime Minister & Minister of Tourism (2014–2016)

As Minister of Finance, Duval oversaw economic policy reforms aimed at tackling poverty, empowering vulnerable groups, and promoting inclusive growth. His introduction of pro-poor policies was instrumental in strengthening the welfare system while maintaining fiscal responsibility.
