About Her Excellency Ambassador Dr Tokozile Xasa-Sibotoboto

Her Excellency Ambassador Dr Xasa-Sibotoboto is a globally respected stateswoman, diplomat, transformational leader, gender activist, and educator whose work bridges grassroots community upliftment with high-level international diplomacy. Rising from humble beginnings in Gxulu Village, Libode, Eastern Cape Province, she embodies resilient leadership grounded in service, integrity, and results. She is the sixth of seven children and a proud mother of three with five grandchildren.

A teacher by profession, Dr Xasa-Sibotoboto taught English, Biblical Studies, and Agricultural Science at multiple high schools, actively serving as a site steward in the South African Democratic Teachers Union (SADTU). Her early political engagement began with the African National Congress (ANC), rising from branch organizer to Regional Secretary of the Transkei Women’s League, and later to the highest decision-making structures of the ANC Women’s League, including National Spokesperson and Member of the Working Committee.

Dr Xasa-Sibotoboto’s public service spans nearly three decades: she was the first female Executive Mayor of Kei District Municipality (now Oliver Reginald Tambo District Municipality), served in the Eastern Cape Provincial Legislature as MEC for Social Development and MEC for Local Government and Traditional Affairs, and dedicated 19 years as a Member of Provincial and National Parliament. She later held national ministerial roles, including Deputy Minister of Tourism, Minister of Tourism, and Minister of Sport and Recreation, before her current ambassadorial appointment in 2020.

She holds a PhD from Logos University, Florida, USA (2023–2024), a Master of Public Administration from the University of Fort Hare (2010), and multiple executive and leadership certifications. Her academic foundation includes a BA Honours in Public Administration and Political Science (UFH, 1991) and a BA Admin in Psychology and Public Administration (Walter Sisulu University, 1987).

Renowned for her decisive, people-centered leadership, Dr Xasa-Sibotoboto champions gender equality, youth empowerment, education, social development, and inclusive economic growth. She is widely respected for her ability to connect across all sectors of society—government, civil society, business, and communities—while delivering measurable results.
